Can't Compile ttmkfdir

I have been having problems trying to compile ttmkfdir. I always get this error when I try to emerge r2 and r1. I have done some searching on google and have not found any answers. I can manually run the Makefile in the /var/tmp/portage/ttmkfdir-3.0.9-r2/work with out this error.
